Andrea Kelly

Ms. Kelly serves as one of the Deputy Commissioners, where she has contributed to the fair, timely and objective resolution of tax disputes for more than 10 years. With over 25 years of experience in tax and customs administration, including service as a Senior Tax Auditor at Tax Administration Jamaica and as Acting Commissioner of RAD, she brings extensive expertise in revenue administration, adjudication and dispute resolution. Ms. Kelly has played a key role in strengthening stakeholder engagement and enhancing public education. She has led the Division's digital transformation initiatives, including the development of its website to improve public access to information and services, while directing the modernisation of its case management and information systems. A Certified Chartered Accountant, Attorney-at-Law and holder of a Postgraduate Diploma in Revenue Administration and Tax Laws, Ms. Kelly is committed to operational excellence, continuous learning and developing high-performing teams. Her leadership is guided by a passion for quality service, integrity and innovation in public administration.
