Monique Nelson

Mrs. Nelson is the Head of Legal Services at the Revenue Appeals Division, a role she has held since 2017 after joining the Division as Legal Officer in 2014. She oversees all legal affairs of the Division, ensuring compliance with administrative tax law, guiding legal research and drafting and advising senior leadership on strategic and operational matters. She chairs and sits on several key committees, including the Division's Capacity Building Committee, and presides over hearings with a strong commitment to procedural fairness and quasi-judicial integrity. Before joining RAD, Mrs. Nelson served as a Clerk of Court in the Ministry of Justice's Court Administration Division. She holds a Certificate of Legal Education from the Norman Manley Law School, a Bachelor of Laws from the University of London and a Bachelor of Arts in English from the University of the West Indies. Mrs. Nelson remains dedicated to upholding the rule of law and promoting public confidence in the tax appellate system. Her hobbies include reading, social outreach and travelling.
